SABER
SABER is the online conformity platform operated by SASO (the Saudi Standards, Metrology and Quality Organization) through which importers obtain the certificates required to bring regulated products into Saudi Arabia. It replaced the older SASO Certificate of Conformity / Product Certificate scheme with an integrated electronic system.
SABER issues two certificates: a Product Certificate of Conformity (PCoC), obtained from an approved conformity body against the relevant Saudi technical regulation, and a Shipment Certificate of Conformity (SCoC), issued per consignment. The SCoC is linked to Saudi customs (via FASAH) and is required to clear the shipment. Regulated goods without valid SABER certificates cannot be cleared.
SABER is how conformity is proven for Saudi imports — the PCoC approves the product and the SCoC clears the shipment, electronically linked to customs. For anyone importing regulated goods into Saudi Arabia, valid SABER certificates are a clearance precondition, not paperwork to chase after arrival.
