Receita Federal (Brazil)

Receita Federal do Brasil

Receita Federal do Brasil (RFB) is Brazil's federal revenue and customs authority, responsible for administering customs clearance of imports and exports, and assessing and collecting federal taxes and duties. In trade, it controls the customs process through the Siscomex foreign-trade system, applies Brazil's tariff (based on the Mercosur Common Nomenclature, NCM), and enforces valuation, origin and trade controls.

Brazilian customs clearance is known for being complex and document-intensive: importers must be registered (via RADAR) and file the import declaration through Siscomex, and Receita Federal assesses the layered import taxes — the Import Duty (II), the industrialized-products tax (IPI), the state VAT (ICMS), and social contributions (PIS/COFINS) — that together make importing into Brazil costly and intricate. Clearance can be channeled into risk-based inspection “channels” (green/yellow/red). For companies importing into or exporting from Brazil, Receita Federal is the central authority whose systems, taxes and procedures shape the cost, time and compliance of trade. Understanding it (and Siscomex/RADAR) is essential to Brazilian trade. It governs Brazil's borders and federal revenue.

Why it matters

Receita Federal runs Brazil's notoriously complex customs — controlling clearance through Siscomex, requiring RADAR registration, and assessing the layered II/IPI/ICMS/PIS/COFINS taxes that make Brazilian importing costly and intricate. For anyone trading with Brazil, understanding Receita Federal and its systems is fundamental to the cost, time and compliance of trade.
