Vietnam Automated Cargo Clearance System

VNACCS/VCIS (the Vietnam Automated Cargo Clearance System / Vietnam Customs Intelligence Information System) is Vietnam's electronic customs clearance platform, through which import and export declarations are lodged and processed by Vietnam Customs. Built with Japanese assistance (based on Japan's NACCS), it enabled Vietnam to move to largely paperless, automated clearance with risk-based inspection.

Through VNACCS, traders and customs brokers submit declarations, and the system assesses duties and taxes and assigns a clearance channel (green/yellow/red) by risk, greatly speeding processing for compliant cargo. It connects to the Vietnam National Single Window and to other agencies for permits. For importers, exporters, brokers and software integrating with Vietnamese customs, VNACCS is the system of record and channel through which goods clear, so connecting to and understanding it is central to Vietnamese trade operations. It is the digital backbone of Vietnam's customs clearance and a key enabler of the country's trade growth.
