Saudi Certificate of Conformity (PCoC / SCoC)
A Saudi Certificate of Conformity (CoC) is the evidence that a regulated product meets the applicable SASO technical regulation. It is obtained through the SABER platform in two stages: a Product Certificate of Conformity (PCoC), issued for the product (typically valid for a year), and a Shipment Certificate of Conformity (SCoC), issued per shipment against a valid PCoC.
Both are required before regulated goods can clear customs: the PCoC establishes that the product model is compliant, and the SCoC ties a specific consignment to that compliant product. Missing or incorrect certificates are a leading cause of held shipments, so obtaining them before the goods arrive is essential.
The PCoC-then-SCoC sequence is where many Saudi imports get stuck: the product must be certified once, and every shipment certified against it, all before the cargo lands. Building conformity into the buying process — rather than scrambling at the port — is what keeps regulated goods flowing.
What is the difference between PCoC and SCoC?
