Mirsal 2
Mirsal 2 is Dubai Customs' electronic customs declaration and clearance system — the platform through which importers, exporters and clearing agents lodge and process all Dubai customs declarations. It handles every declaration type: import for local (home consumption), import to a free zone, export, re-export, transit and temporary admission, computing the applicable customs duty and VAT.
Mirsal 2 is integrated into the Dubai Trade single-window portal, connecting Customs with the ports (DP World) and the free zone authorities. It replaced the earlier Mirsal 1 system, and today no goods clear Dubai Customs without a Mirsal declaration.
Mirsal 2 is where every Dubai import, export and re-export is declared, assessed and cleared. For a clearing agent, accurate Mirsal declarations — right HS code, value, declaration type and documents — are the whole job, and the difference between instant clearance and cargo held at Jebel Ali.
