ICS (Integrated Cargo System)
The Integrated Cargo System (ICS) is the electronic platform operated by the Australian Border Force (ABF) for reporting the movement of goods across the Australian border. Every import declaration, export declaration, cargo report and manifest is lodged electronically through the ICS — either directly via accredited software or through a licensed customs broker or service provider.
The ICS handles the full lifecycle of a consignment: cargo reports from carriers and freight forwarders, Full Import Declarations (FIDs) and Self-Assessed Clearances (SACs) from importers, duty and GST assessment, and the release or hold of goods. It replaced the legacy COMPILE system and is the single gateway between industry and the ABF for cargo.
Nothing crosses the Australian border without passing through the ICS. For importers, forwarders and brokers it is the system of record — get the declaration, tariff classification and valuation right in the ICS and cargo clears; get it wrong and it is held. Software that lodges cleanly into the ICS is the difference between same-day release and demurrage.

What replaced COMPILE?
