Customs & Compliance 🇭🇰 Hong Kong

Hong Kong Free Port

Hong Kong is a free port: it levies no customs tariff on the general import or export of goods, and imposes no VAT/GST or excise on most products. Only four categories of dutiable commodities — liquor, tobacco, hydrocarbon oil and methyl alcohol — attract excise duty; everything else moves duty-free.

This free-port status, combined with an efficient port, simple procedures and a strategic position at the mouth of the Pearl River Delta, made Hong Kong one of the world's freest economies and a premier trade and transhipment hub — much of its cargo is re-exported, especially to and from mainland China. Traders still lodge a trade declaration for statistics and pay a small declaration charge, and Customs enforces controls on strategic, dutiable and prohibited goods, but the absence of tariffs makes clearance fast and cheap. Hong Kong's free-port model underpins its role as a re-export, sourcing and logistics gateway. Understanding it explains why Hong Kong is such an efficient point for transhipment and trade.

Why it matters

No tariffs, no GST, minimal procedures — Hong Kong's free-port status is why it became a premier re-export and transhipment gateway, especially for mainland China trade. Clearance is fast and cheap, which underpins its role as a sourcing and logistics hub. Understanding it explains Hong Kong's outsized place in global trade.
