Hong Kong Customs & Excise
The Customs and Excise Department (C&ED) is Hong Kong's customs authority. Because Hong Kong is a free port with no general tariff, C&ED's role focuses less on collecting import duties and more on protecting revenue on the four dutiable commodities, enforcing trade controls, and safeguarding intellectual property, consumer and trade interests.
Its work includes collecting excise duty on liquor, tobacco, hydrocarbon oil and methyl alcohol; enforcing controls on strategic commodities, prohibited and dangerous goods; combating smuggling and IP infringement (counterfeits); and administering trade schemes such as those supporting certificates of origin. C&ED also runs the Road Cargo System (ROCARS) for advance cargo information on the land boundary with the mainland. For traders, C&ED is the authority governing what may move through Hong Kong and under what controls, even though most goods are duty-free. Understanding its remit is part of trading through Hong Kong, particularly for regulated, dutiable or IP-sensitive goods.
