GOEIC
GOEIC (General Organization for Export and Import Control) is Egypt's authority for controlling the quality of imported and exported goods. Under Decree 43/2016, factories producing certain finished products destined for Egypt must be registered with GOEIC before their goods can be imported — registration requires proof of a quality-management system and product conformity to Egyptian or accepted international standards.
Beyond the registry, GOEIC performs inspection of consignments at the border and issues the related certificates of inspection. Regulated goods from an unregistered factory are refused entry, so the registration step — completed well ahead of shipment — is the gate for those products entering the Egyptian market.
GOEIC registration is the pre-condition for selling regulated products into Egypt — an unregistered factory's goods are simply refused at the border. Because approval takes time and evidence, it is a plan-ahead requirement, not something to fix at the port.
