Panama Ship Registry

The Panama Ship Registry is the world's largest ship registry by tonnage — the flag under which a very large share of the global merchant fleet is registered. Panama pioneered the modern open registry (flag of convenience) model, allowing foreign owners to register their ships in Panama easily, and it has held the top spot among flag states for decades.
