Flag State
The Flag State is the country in which a ship is registered — the state whose flag it flies and whose laws and jurisdiction the vessel is subject to. Under international law, every merchant ship must be registered in a flag state, which grants it nationality and the right to fly its flag, and to which the ship is legally connected wherever it sails.
