Customs Broker
A Customs Broker is a licensed individual or company authorised to file customs entries with national customs authorities on behalf of importers and exporters. Brokerage requires specialised knowledge of HS classification, tariff schedules, valuation rules, free-trade agreements, regulatory requirements (FDA, EPA, agriculture, controlled goods), and the procedural rules of the destination country.
In most jurisdictions, customs brokerage is a regulated profession requiring licensing — for example, the US Customs Broker License via the CBP, the EU Authorised Economic Operator (AEO) for trusted brokers, or the equivalent national licenses in each WCO member country. Brokers must hold a bond, maintain records, and adhere to ethics codes.
Customs brokerage is heavily IT-dependent: filings are electronic via national systems (ACE in US, CHIEF/CDS in UK, ICEGATE in India, FASAH in KSA, etc.), with response messages, document attachments, and post-entry reconciliations.
The broker is the licensed intermediary who turns a shipment into a compliant customs entry — the right HS code, the right value, the right regulatory flags. Get it wrong and you pay the wrong duty or the goods are held, which is why brokerage is a licensed, bonded profession.
