Crew Change

A Crew Change is the rotation of seafarers joining and leaving a ship — signing off crew whose contracts have ended and replacing them with fresh crew (sign-on). Because seafarers serve fixed tours of duty (often several months) before being relieved and repatriated home, regular crew changes are essential to comply with rest and contract rules and to keep crew fit and effective.

Crew changes are a significant logistical and cost undertaking: they require the ship to be at a suitable port, and the arrangement of flights, visas, transit, medical and (where required) certification for crew travelling to and from vessels worldwide. They are usually coordinated by manning agencies and crewing managers. The crew-change crisis during the COVID-19 pandemic — when border closures stranded hundreds of thousands of seafarers aboard well beyond their contracts, unable to be relieved — dramatically exposed how vital, and how vulnerable, this routine operation is. Efficient crew-change planning is a core part of crew management and directly affects seafarer welfare, compliance and cost. It is a constant operational challenge in shipping.

Why it matters

Crew changes keep seafarers within their contracts and rest limits — and they are a genuine logistical feat, threading flights, visas and ports around a moving ship worldwide. The pandemic crew-change crisis, stranding hundreds of thousands aboard, showed how essential and fragile this routine is. Planning it well is central to crew welfare, compliance and cost.
