Rotterdam Rules
The Rotterdam Rules (the UN Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea, 2008) are a modern convention intended to modernise and unify the law on carriage of goods, potentially replacing the fragmented Hague-Visby and Hamburg regimes. Their most notable feature is coverage of “door-to-door” multimodal transport that includes a sea leg — extending beyond the traditional port-to-port scope.
They aim to reflect modern practice: recognising electronic transport records (e-bills of lading), updating liability rules and limits, and addressing containerised and multimodal shipping. However, despite being signed by many states, the Rotterdam Rules have attracted few ratifications and are not yet in force, so they remain aspirational — Hague-Visby continues to dominate in practice. Understanding them matters because they represent the intended future direction of carriage-of-goods law, and their concepts (multimodal coverage, electronic documents) reflect where the industry is heading. Whether they eventually succeed in unifying the law remains an open question.

They aren't in force, but they show where the law is meant to go, and their concepts already shape thinking about multimodal liability and e-documentation in modern shipping.
