NHVR (National Heavy Vehicle Regulator)
The National Heavy Vehicle Regulator (NHVR) is the single national body responsible for regulating heavy vehicles over 4.5 tonnes gross vehicle mass across most Australian states and territories, under the Heavy Vehicle National Law (HVNL). It administers registration, accreditation, access permits, fatigue management and Chain of Responsibility enforcement.
Key NHVR functions include the National Heavy Vehicle Accreditation Scheme (NHVAS), access permits for restricted-access vehicles such as B-doubles and road trains, and the Performance-Based Standards (PBS) scheme. The NHVR replaced a patchwork of state-based regulators to create one consistent national framework.
