Harbour Master
The Harbour Master is the official with overall authority for the safe, secure and efficient operation of a port's waters. Responsibilities include controlling and coordinating ship movements, berth allocation and anchorages, enforcing navigation and safety rules, overseeing pilotage and towage, responding to incidents and pollution, and ensuring compliance with maritime and environmental regulations within the port limits.
Working with vessel traffic services (VTS), pilots and tugs, the harbour master directs the flow of traffic so ships arrive, berth, work cargo and depart safely and without conflict. The role carries statutory powers — including directing or detaining vessels that pose a risk. The harbour master is, in effect, the traffic authority and safety guardian of the port's waterside, distinct from the commercial terminal operators who handle the cargo.
