Framework Agreement
A Framework Agreement is an overarching agreement between a buyer and one or more suppliers that establishes the terms — pricing, quality, delivery and conditions — under which specific orders (call-offs) can be placed over a period, without committing to a fixed quantity up front. It sets the rules in advance so that individual purchases can be made quickly and repeatedly against pre-agreed terms.
Frameworks are widely used for recurring or unpredictable requirements and heavily in the public sector. They cut procurement time and effort (no need to run a full tender for each purchase), lock in negotiated pricing, and can cover single or multiple suppliers — with multi-supplier frameworks allowing further mini-competition among the appointed suppliers for each call-off. The buyer gains speed, price certainty and compliance; the supplier gains a pipeline of potential business. Framework agreements (also called blanket or standing agreements) are a key contracting mechanism that balances the rigour of formal sourcing with the flexibility of ordering as needs arise.
Running a full tender for every repeat purchase is slow and wasteful — a framework does the hard sourcing once, then lets buyers call off orders fast at pre-agreed prices. It gives speed, price certainty and compliance for recurring needs, which is why frameworks are a backbone of public-sector and high-volume procurement.
